I am flying a spin on a Hobie 18 Mag. I have a single hoist/douse line with a seperate tack line. I can hoist the head all the way up to the bail and adjust luff tension with thh the tack line or I can pull the tack down tight and adjust tension with the halyard. Which is the best way to go? Head all the way up or tack all the way down. How do I determine correct luff tension while under way? I am flying a Whirlwind asymetrical spin with an approximate code 1 cut?

best to keep the tack tight so the head of the spin is further from the mast. We used to take the spinnaker luff in a fist grip, after it was raised, and twist it a quarter of a turn. Now we run a bit tighter than that.
