 Post subject: EZ Loc Rudder Repair

My EZ Loc rudders were really messed up after the wind threw an aluminum fishing boat across both rudders and landed against the mast. I now need to rebuild the EZ Loc rudders. My question is how do you attach the rivet to the rudder linkage pieces leaving the correct clearance for movement (for both the rudders and the tiller arms? I do not see a sleeve to restrict how far the rivet can be pounded. Is there any type of shim to use which is removed after pounding the rivet? Thanks in advance for anyone's help on this.

The head of the rivet is shallow and can only be folded over a small amount. That is the limiter.
