I'm confused and obviously doing something wrong. I have Hobie's gel putty.
As I recall, the directions were three drops catalyst (MEK )per one ounce putty. Mixed well, but remains soft after applied in a few scratches.

Any suggestions folks?

Confirmed:
1 idiot + polyester gel putty= 1 sticky idiot

3 drops is not enough per oz.

More like 10 or 15 to get it to go off in < 30 minutes.

It should eventually go off - heat will help get it going.

Remember, the reaction is greatly influenced by temperature, and it's exothermic.

15 drops on an 80° day will melt a plastic cup when it goes off.
