Finished up the assembly on my 2012 wave today and I notice, that the top battens stick out quit a bit compared to the lower ones. The lower ones slide in to maybe a half inch from the black part at the end, where as the top two to stick out a good four inches..

That normal?

Unless someone can give a reason I am not aware of, don't think it matters. Got one batten replacement that sticks out 5" or so.

There is a listing of lengths on page 45 of the parts manual. When you buy replacements they have to be cut and end caps just slide on.

Need to make sure you tie the battens snugly into the plastic pocket protector but not jam them too tight. Or leave them real loose.

Is it necessary to loosen them after every trip an retighten every time, or can you just leave them snug?

If you leave them snug for a long period of time it will stretch the sail. I wouldn't leave it tight if your not planning on using it again in the next few weeks.
