I've sailed there about 10-12 yrs. ago. It was pretty good sailing. The launching arrangement was great. Rigging & launching from grass and dirt along the shore adjacent to the old ramp.
Now you have to rig and launch from a different ramp with a dock. Not ideal.
I prefer to sail at Lower Otay Lake near the Olympic Training Center in Chula Vista - Zip Code 91915. Great launching from shore about 50 yds. north of the ramp, fairly large lake, long reaches. I sail there when we have fog and cooler temperatures along the coast in the winter and early spring.
I prefer launching and sailing at Lower Otay. Hodges and Otay are about the same distance from my home.
$7 day use fee and the rangers are nice and helpful.

Sailed there over 16 years ago with a Hobie 16. Old launch ramp was still useable but the water level was way down and you had to drive a distance on the lake bed to launch. Wind is ok but shifty. Practice your tacks if you plan to make it back to the interstate 15 overpass and up to the dam though. It seemed like the wind kept shifting as it bounced through the canyon. Also watch for submerged trees at the interstate 15 end. There are quite a few and they come up fast. The dam side had better wind and much deeper water. Great for hull flying. I think there is even an old ramp over there off the beaten path that wind surfers use. Might be worth a non-boat scouting trip. I have met a few others that have all sailed the lake and they all seem to have about the same to say. All in all my favorite was mission bay for sailing in San Diego and a weekday afternoon that you are sick from work is best. Give it a try though you never know what your learn or experience. Bear in mind that my experiences are now 16 years old and lake conditions may have changed.

Give it a shot; let me know how it goes. It was always a fun place to be and the snack bar at the ranger station was nice too. But I think the snack shack is gone now. :( Even met a guy that h=used to haul his Sol Cat over the fence when the park was closed just to get some clean lake fun without any traffic.

Water level is up. Currently 73% full... 8 feet from full.

The "windsurf" area is no more. They built a pump station which blocked the access road for several years and closed the windsurf area. They have not reopened it.

Fresh water, warmer than the coast. Higher winds (gusty) in the finger where the dam is.

It is a fun place to sail.
