They changed in 1984 when rake adjustable castings were introduced.
Your tiller arms are not the problem. The castings could be worn, the top hole in the rudder is in the wrong place, the rudder pin is sloppy - could be a lot of things.
The short term fix is to tie the tiller arm / tiller crossbar connection to the rear pylon with bungee while trailering.
If you don't have the 20-style tiller connectors, make sure the nut end of the tiller connector is pointing up so it doesn't scratch the deck.
