With the stock shrouds and forestay, is it necessary to put a second stay adjuster on the forestay to be able to rake back as the wind builds?

Short answer - yes.

You never want the forestay to go taut. All the load needs to be carried by the jib luff wire and halyard - which will stretch as you put load on.
