I have never found Jacks to be too picky. They'll take dead shrimp or dead mullet on a 3/0 or 4/0 circle hook without blinking. I also caught a Cero Mackerel by one of the bridges back in December with dead mullet. 20lb braid with a 40lb flouro leader (24") has worked well for me.
Given you are using PA 14s, you should use a live well and get some live sardines or head out to a tower and use a sabiki to get all kinds of greenies.
I am no expert on Tarpon fishing so I'll have to defer that answer to someone who won't mislead you as bad as I would.
If you are willing to head out into deeper waters, you can find Tuna, Grouper, and King Mackerel. Just be sure to watch the Florida summer weather, it can turn fast. The standing weather forecast for every day of the summer is: Partly cloudy, high around 90, afternoon showers!
