Recently have purchased a 89 hobie 17, under where the trampoline their is a rope that on either side leads to two pulleys located in the corners just behind the front crossbar, then to another pully attached to a bungee. Im very new to sailing and would appreciate if someone would tell me what this this line is for. Thanks!

Under the trampoline?

A righting line system. You grab the line to extend... right the boat... let go and the bungee retracts it.

Thanks a ton! Could you direct me to a video of how to rig my hobie 17?

I don't have a Hobie 17 video... just the manuals in the support area. Link at top of this page.
