Any advice on why my rudder will not come back up when pulling the up cord on my 2015 outback? It seems to lock or stick in the groove when down. If I manually pull it out of the groove , it will go up when pulling the rudder up cord..any adjustments I need to do to fix this? thanks

Back off the center bolt in the drum at the rudder head. If too tight it gets stuck in the down latch. That is a small depression in the lower part of the rudder that helps hold it down, so not as much line tension is required.
