So for whatever reason, my '84 17's front and rear crossbars do not have an opening in the track for insertion of the tramp (while the hulls are together). I have a 3- piece tramp. Is there any reason I can't grind out a small opening for this? Or two, one one each end? The manual says they should be there.

Nope, no reason at all you can't do that. Make one in the center of the front tramp and another at one side of the rear. They don't need to be very big - about 2" long will work - and you really only need to remove one side of the extrusion slot.

I did this to my '87 when I owned it. Perfectly class legal.

Make sure you smooth the edges out and remove all the burrs.
