17's are inherently sloppy. Unfortunately, the design of the 17 really does not lend itself to a very tight boat- way too many parts/clearances that introduce slop, only two bolts per crossbar, and the crossbars are a very thin profile (does not lend itself well to torsional resistance).
If there's any question, pull the crossbars off and re-tighten the end caps (repair the holes in the end of the hull too if necessary). Assuming the end caps are tight, the best you can really do is keep the crossbar bolts and the tramp tight (unless you want to epoxy the crossbars to the hulls).
